The building's interior is defined by two dominant horizontal elements: an undulating roof plane and the landscaped plinth. The glass curtain wall connecting the two is a transparent as possible, symbolising democracy while extending the interior space to the adjoining buildings. One of the six roof modules supports a funnel structure which creates a circular space for the debating chamber. A glazed lantern over the funnel allows diffused daylight into the chamber. Wooden strips on the underside of the roof and on the funnel accentuate the curvilinear geometry. The building makes use of renewable energy systems, local materials and is intended to have a minimum lifespan of 100 years.
